A British international human rights law professor could soon be appointed the next UN special rapporteur on human rights in Cambodia, becoming the first woman to ever hold the position.
Professor Rhona Smith, who works at the University of Northumbria and is also a visiting professor at Pannasastra University here in Cambodia, was recommended by the UN Human Rights Council’s Consultative Group on appointing special mandate holders last month as its top choice for the position.
HRC president Joachim Ruecker will announce his official decision, which is based on the Consultative Group’s recommendation and further consultations, on March 27, the final day of the rights council’s current session.
If appointed, Smith would be the United Nations' first female rights envoy to the Kingdom. Five men have successively been appointed to the role since the UN first established a special representative to monitor human rights in Cambodia in 1993.
Surya Subedi, the Nepalese law professor who currently holds the position, is set to step down imminently after serving a maximum six-year term.
Smith, 45, has worked in the Kingdom with the Raoul Wallenberg Institute as an independent consultant for their capacity-building programs in the academic and justice sectors.
The Consultative Group said they were “impressed by her in-depth knowledge of the country [and] her extensive contacts with different Cambodian stakeholders”.
It also noted that she presented during an interview a “clear vision” as to how as rights envoy, a position which has drawn plenty of flak from Cambodian officials in the past, she would “engage and build a constructive dialogue” with the government.
The Consultative Group’s second and third preferences for the position were Irish human rights law professor Michael O’Flaherty and Indian lawyer and former Cambodia UN rights office deputy director Ravindran Daniel Justin.
In an email yesterday, Smith said she was “honoured” to have been shortlisted for the role but declined to comment further.
“I have no knowledge of the current view of the Council, other than the Consultative Group report … and it would obviously be inappropriate for me to pre-empt any decision they may make by commenting further at this stage,” she said.
Opposition lawmaker Mu Sochua, a former minister for women’s affairs and a prominent rights activist, yesterday said it would be a “positive development” if Smith was appointed, given that majority of victims of rights abuses in Cambodia are women and children.
“For example, with land issues, human trafficking and violence against women,” she said.
“The victims are women, and there is a gender issue here. I am very pleased that she might be the chosen one.”
Sochua also suggested that the government may be “more willing to accept the criticisms from the head of a UN organisation who speaks on behalf of victims who are [mostly] women [when] she herself is a woman”.
In response to whether a female rights envoy might face gender-based criticisms from top government officials – as Sochua herself has had to deal with in the past – the CNRP lawmaker said she didn’t think it would be a problem.
“I think we have all learned a lesson. I’m not worried about that, not at all.”

Mu Sochua got it wrong. Sam Rainsy mocked Mr. Hun Sen, "Don't be weak like a woman." Would she reconsider a tough male representative to champion for the victims?

Oh, I know what Mu Sochua thinks. A typical Khmer male thinks it's ok to rape Khmer women. And it's normal for the Khmer parents to sell girls' virginity for some bucks. Right?

It's normal to sell each other into slavery or prostitution if you are weak and cannot defend. lol...

When I was a kid, I used to fight against dark-skinned Asian kids. I knew them too well. They gave themselves the right to beat up other kids, and to rape girls if the girls walked late at night with no escort.

Read the news, the world is up in arms about the rape culture in India. Cambodia is far worse than India. In any case, I am sick and tired of the dark-skinned Asians. Let's give an ultimatums to the dark-skinned Asians. They are animals, causing troubles to the light-skinned people.

I read an article last year. Intel has been sending 150 Vietnamese students to study Electronics in USA a year. Among them, there were about 50 Vietnamese girls.

There is no way Intel would send Khmer students to USA. First, there were only 12 students last year who passed the National test with grade A. Secondly, among those 12, I doubt there was any of them smart enough to learn Electronics.

So, zero Khmer students sent to USA vs. 150 Vietnamese. And this was done by Intel alone. I once was asked to date a Vietnamese gal who was sent by Vietnamese bank to study at USA. She wanted to stay in USA.

You see, Vietnamese are coming to USA to study in the hundreds, in the thousands. Khmer? One....Hun Manet. lol... Poor Mr. Hun Sen, his lone son gets outnumbered by the Vietnamese.

Answer:
The Montagnard was promised by USA during the 1970s with some deal to take of arms to fight the North Vietnamese.

I will not talk specific about the deal, but it was enough for them to take up arms and actually fought the North Vietnamese.

So, South Vietnamese got defeated, and so were the Montanards. So, there was some bad blood between the Montagnards and the North Vietnamese.

I can see the Thais' wisdom in sacking and sacking Khmer capitals. Because the Thais knew the Khmer will try to cause troubles to the Thais and other races later. You fail to live in peace with other races, you will be crushed.

You see, the Vietnamese know they are smarter and prettier, so they prefer to live in peace and compete. They know they will get all the good jobs, make more money and buy out all the lands, and stuffs. You people knew you cannot compete, so you just want to chop up people to scare them away. Then you just want to be left alone in your little plot of lands.

What you want will never work. Some day, some time, some Khmer will abuse another Khmer and the abused Khmer will cry of help. The Vietnamese will come again to save the abused Khmer. The abused Khmer will ask the Vietnamese to stay to protect them.

Other days, some Khmer will sell lands to the Vietnamese to buy fancy iPhone to impress other Khmer girls. You folks keep selling lands to buy fancy smart phones. The Vietnamese will gladly sell you a bunch because they produce the Samsung smartphone by truck loads.

Then Vietnamese will have so much cash, they buy out lands from the Khmer again.

If you want to stop the Vietnamese to buy lands, then stop yourselves from importing the fancy items. You cannot import fancy items without paying for them.

You Khmer race are inferior and need fancy items to show off. I don't. There was time I joined a single club and drove a car worth less then the wheels of other guys' cars. I did not even have a cellphone.

But I am taller, bigger, have superior martial arts, can play chess blind-fold, read thousand of book went nuts over me even though I appeared to be the poorest among the guys.

I used to have my food cooked by a Chinese lady who cooked food for all of her grown children and their friends as a little family business.

I drove over her house twice a week to pick up the food for 6 days. I always came to work early, at 6am to leave work at 3PM and avoid traffic on the day I picked up the food.

As the result, I stayed for several hours and played with her grand children till 6-7PM. The children utterly loved. They would waited at the door or raced each other to open the door for me.

I laid flat on the living room's floor and let them sit on my back. That's my trick to get a free massage. In return, they got to chit-chat with me. They often did their homework while sitting on my back and used my body as their platform.

The youngest was 5 Chinese girl, and weighted about 25 lbs. One day I played air-plane with her. I held her on the side of her ribs and carried her and ran around the house. She was given 3 fly-rules:

1. Use her head yearning up and down to control the altitude.
2. Use the two arms spreading out as wings and control the turn.
3. Use two legs, straighten out as speed control.

The girl was extremely in great joy. As far as she concerned, she was actually flying as if she was Peter Pan. Her Grandma was concerned that I might slip and drop the girl. I assured her that my grip and "Chigong" was very powerful; and I revealed to her that I practiced Martial Arts. She was impressed.

The older sister was about 7 and weighted about 35-40 lbs, such that I could not play the fly-game with her. She was crying in tears. She wanted to fly like her younger sister but could not.

So, I play the ride-game with older girl. She rode on my back, using my ears as the throttle control and steering. I made very convincing motorcycle sound and ran around the house in great speed. She was just in utter joy as her younger sister.

I was very exhausted with these fly and ride sessions, but the children rewarded me by stepping on my back later.

So, because I am a very witty and creative guy, all children in any family or gathering will soon gravitate toward me in a big crowd.

Same thing happened to the pets in the family. After I visited a family for a couple times, all the pets will went into over joy, howling, and whimpering to greet me. They would stay at me feet or jumped into my lap. I think because I always wear the same clothes when I visit, the pets see me as a mammal not changing fur color light them.

So, clearly you see, I am very much different from any dog eater, or Khmer murder right?
